Nebu InterViewer might be the easiest to adopt professional survey builder. Speaking from my own experience, scripting questionnaires in Nebu InterViewer is simply fun. Even though I'm not even an experienced scripter, I have prepared quite a few surveys myself.  A Nebu InterViewer questionnaire is created in a what-you-see-is-what-you-get way, which makes it very approachable. You just keep adding questions or action forms (such as skip pages or routings) out of a wide selection of options. From there, you just keep dragging and dropping them onto your pages, with a layout of your liking. As you can see in the animation below, you get to play with horizontal and vertical layouts to get the look you want.

You'll also notice that the way surveys act in the browser is dynamic. With a little bit of creativity, you can easily make them very interactive, even conversational, by placing conditions for displaying or hiding objects in your questionnaire. You can make any questions or answer items mandatory or use skip pages and routing logic to make the survey path more customized and relevant. It is also very popular among scripters to use dynamic inclusion or exclusion lists. Nebu InterViewer will create for you a list based on answers given by each respondent.
